Borenius advised Kela (the Social Insurance Institution of Finland) in relation to various IT and data privacy related matters

We acted as a primary legal advisor to Kansaneläkelaitos (Kela, the Social Insurance Institution of Finland) in relation to various IT and data privacy related matters until August 2020.

Our duties included preparing contractual documentation and assisting Kela on contractual negotiations related to several major telecommunications and ICT procurement projects. We also assisted Kela on matters pertaining to consent management under the GDPR and novel financial instruments for benefits. Furthermore, we advised Kela on the procurement of cloud-based services and conducted analysis of the legal requirements and prerequisites for Kela’s use of cloud services.

Kela is a government entity that handles the payment of all social security contributions in Finland. Kela’s IT systems are among the most extensive and sophisticated in Finland, containing data on the social and health related benefits granted to Finnish residents.
